Flexi desk or office? How office space decides your UAE visa quota

When you set up a free zone company, the office you choose does more than give you an address. In most free zones, your office package decides how many residence visas your company can sponsor. Pick too small and you will have to upgrade before you can hire; pick too big and you pay for space you don't use.
The three common options
Flexi desk (shared desk)
A desk in a shared business centre that you can use on set days or hours. It gives you a valid office address for the licence at the lowest cost.
- Best for: solo founders, consultants, companies starting with one to three visas
- Typical visa quota: a small fixed number — often around 1 to 3 visas, depending on the free zone
Shared or serviced office
A small private room inside a business centre, with reception and meeting rooms included.
- Best for: small teams that need privacy and a few more visas
- Typical visa quota: usually a few more than a flexi desk, set by the zone for each office size
Private office or warehouse
Your own leased unit. The visa quota is normally linked to floor area — many zones allow roughly one visa for every 7 to 9 square metres of office space.
- Best for: growing teams, companies that receive clients or store stock
How visa quotas work
- Each free zone sets its own rules, so the same office size can give a different quota in different zones
- Some licence packages (for example a "no visa" licence) come with a quota of zero until you upgrade
- Mainland companies follow a different system, where the office size and the activity together determine how many visas you can apply for
- Quotas are reviewed when you renew your licence — moving to a smaller office can reduce your allocation
Can you add visas later?
Yes. The usual route is to upgrade your office package — from flexi desk to a shared or private office — and pay the upgrade fees. Some zones let you buy an increased quota within the same office type. Plan this before you make your first hire, because the upgrade has to be approved before the new visa application can start.
Choosing the right package
Ask yourself:
- How many people need a UAE residence visa in the next 12 months — including you?
- Will clients visit your office?
- Do you need storage or a warehouse?
- Is your activity one that requires a physical office (some regulated activities do)?
If the answer to the first question is one or two, a flexi desk is usually the most cost-effective start. If you expect to hire four or more people this year, it often costs less to start with an office than to upgrade within months.
